  my domain is with godaddy. Why can’t I start new site (as I have before) for free and then just forward from godaddy tools?

  You can start a free site here at WordPress.com by choosing a free .blog or .wordpress.com subdomain. Mapping a domain you purchased elsewhere to a WordPress.com site (to make things like SSL certificates etc work correctly) requires a Personal plan or higher.
