My files not WXR files?

As I can’t afford WP Pro Plan, I can’t have Instabuilder installed to upload my things..and I can’t seem to upload them for free, as they are not WXR files.
The blog I need help with is: (visible only to logged in users)

Hi @mlvies, sorry to hear that. You do have to have a business plan to upload plugins here — there’s no way around that.
However, you could run your own self-managed, self-supported copy of WordPress.org with another host if you’d like:
Hosting alone tends to run less, but please do bear in mind, it does not include our support / maintenance / security services like the sites hosted here do, so you’ll want to be sure you’re taking care of that.
