Is it necessary for my friend to be on wordpress.com, if she wants to follow my blog at wordpress.com ? How can I manage my followers and followings ?

No that is not necessary. All that’s required to follow any blog hosted by wordpress.COM is exactly what you were required to provide to register here, and that is a valid email address that the published posts can be sent to.
Here subscribers control their own subscriptions and frequency of receipt of posts from sites they subscribe to. We cannot act on their behalf.

Widgets can be configured to appear only on certain pages (or be hidden on certain pages) by clicking on the Visibility button.
