My hamburger drop down header menu does not work on mobile

On desktop the menu is fine but since mobile is small the header menu has to shrink to a hamburger menu so I can use a toggle button to click to the one I want but it does not shrink and instead is stacked making the website look too much on mobile view. Can someone please help me. Thank you
