It’s utterly impossible to create a duplicate of an email address on another server.
If people were able to create and activate a wordpress.com account using your email address(es), it means they have full access to your email.
It’s also not possible to search for the email address of a wordpress.com account as wordpress.com doesn’t reveal the email address of a wordpress.com account.
Usernames on the wordpress.com platform are almost without limitation. Also you can’t claim a wordpress.com username because you use that username on other platform(s). E.g. searching for your name brings up 609.000 hits

Following on from what @staartmees has said, also if you click on a “Contact” page on someone else’s blog while you are signed in, it will show YOUR email address (it pre-fills the form for you) and sometimes people get confused by that and think that the other person is using their email, but that’s not the case.
