My invited Contributors can't register at WordPress.com

  It is still discouraging that my ‘invited Contributors’ can not register at WordPress.com. It should not be that difficult. When they click on step 1 within their invited Contributor email that I send them, they are sent to WordPress.com & asked to register and start a Blog or Website. Their is no where for them to click on ‘User Only’ to register nor does the register page that says ‘lets get started’ pop up. Why doesn’t the right page to register pop up????
