  Hi there,

  What exactly are you trying to do?

  Sites on WordPress.com don’t have unique IP addresses, but all sites share from a pool of IPs.

  To do that you will first need to buy one of our plans that you can find under My Site ->Plans.

  Then you can use the free domain in the plan to either register a new domain, or connect a domain that you already own. Instructions here:
