You will not be able to use it on any wordpress.COM hosted site.
That theme is for wordpress.ORG installs on paid hosting and cannot be used on any site hosted by wordpress.COM.
There is no FTP access to any wordpress.COM hosted sites and no blogger plugin or theme installation capability.

The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multi user software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
We cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.P.S. Also be keenly aware that you cannot transfer any theme from https://wordpress.com/themes/ which is licensed and adapted to run on WordPress.COM software to a WordPress.ORG site, and visa versa. We believe you don’t understand…This WordPress website is hosted by DreamHost and email automation by Aweber…It has been up and running for three months…This is an international company and you dropped our media library yesterday…Please check your billing on this account …. This is wordpress.COM support. It is not wordpress.ORG support. Note that about 30% of those who post here daily are posting to wrong support forum and the answers to wordpress.COM and WordPress.ORG support questions are not the same.
We provide support only for wordpress.COM hosted sites as they are the only ones on our servers. Your site is not on our servers and you are posting to the wrong support forum.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. You said yourself your site is with Dreamhost. That means it’s using the self-hosted WordPress.ORG software, not WordPress.com. We have no access to your site’s servers, we’ve never had access to your media library, and we’re not able to help you with this.
Please contact Dreamhost support, or ask for help in the WordPress.org forums.
