My media library is not working properly

I haven’t made a post since the beginning of the month, and when I tried to update my blog today with some images I noticed the media library had been updated. However, it doesn’t seem to work at all for me. I had no trouble uploading my photos, but when I want to insert them my options are suddenly limited. Most importantly, I don’t have the “Attachment Display Options” listed anymore when I try to insert one image. This means all of my images are being inserted in their original size of 4000 x 3000 pixels even though I used to always use the option “large”.

I managed to get a smaller version of the image by inserting the full size image, clicking on it in the post, and hitting the minus button once; however, the size it shrunk down to was 1024 x 768 rather than the usual 660 x 495. Inserted images also no longer link to the original full size image. This seems like a huge pain to have to edit manually for every single image.

Is there anything in my settings I can change to fix this? Sorry if this topic has been addressed already, I tried looking through the support site but the only relevant page I found (https://en.support.wordpress.com/images/image-settings/) is outdated. My media library no longer looks like the images provided in that guide.
