  It is permissible for me to use WordPress to build websites for my company clients. (IN other words, use it as a foundation for building websites.)

  Of course you can!

  You can develop the sites under your account and when it’s finished you can transfer it to your client’s account. Here’s how to transfer sites between WordPress.com accounts:
