Hello there,
Many themes do not display static Page tabs in the horizontal navigation menu. Many themes that do display Page tabs in the horizontal menu do not display sub-pages (child pages) in dropdonws from that menur or in the menu bar at all. When you choose a theme like the one you have up on your blog you need to place the Pages widget in your sidebar to provide access to your pages and sub-pages. If you mean your Static pages don’t display in your blog like regular posts do, that’s correct: Pages sit outside the blog itself and are not incorporated into it.

I actually have the page widget installed on my theme (INove) but they still don’t show up. Strangely, on my dashboard under “content” it shows that I have zero pages, even though I have three and can view them individually under the “pages” link.

@arniechristianson: Perhaps you’re not talking about the blog linked to your username? That one has two pages, and there’s no “Content” tab or section in a wp.com blog dashboard.
