Hi, I’m not interested in Advertising Network and I not use that.
Some companies like software house ask me to publish their logo to start a partnership with me. Is it legal on wordpress.com?

Absolutely not and doing so will get you blog suspended.
No blogger initiated advertising is allowed on WordPress.com blogs. The only blogs that can be equipped for ecommerce are those with the $299. per year business upgrade. http://en.support.wordpress.com/ecommerce/
The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains.

WordPress.com allows bloggers to insert text affiliate links within post and page content to most third-party affiliate programs, provided they are not the primary content of the site in question.
Image affiliate links in posts and pages and any banners, affiliate links in sidebar or footer widget areas, are still considered to be advertising and are not allowed on WordPress.com blogs.
There are no such restrictions if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. Please see this guide to learn about the differences.
