  I already upgraded my wordpress account to Premium on May 2014. However, now that I try to create another blog, I am requested to pay for each and every item: from colors to themes. Please enable me to use these features with no additional payment.

  WordPress.com upgrades only apply to a single site at a time. So for an additional site, you should need to purchase WordPress.com Premium for that site as well.

  Upgrades can be transferred between sites. So if you no longer neew Premium on your old site, it could be transferred to your new site.
