My readers click discuss and get a strange list of other blog topics

I have now updated my settings and comments section so that anyone can leave a comment, but when people click on Comment, they are taken to a page with a list of Comments about other blogs — not to a dialogue box where they can comment.
The blog I need help with is: (visible only to logged in users)

I am logged into WordPress.com. I submitted a comment to the blog linked to your username which is now in Moderation. To me it appears that the blog is functioning normally. Is the blog in question the one linked to your username or not?
We set up defaults for commenting on this page Settings > Discussion. Please review all of your settings there to confirm they are the ones you want. instructions
Are the people who wish to comment logged into WordPress.com or not?
2. Users must be registered and logged in to comment – If this box is checked, only logged in WordPress.com users will be allowed to leave comments. If it is not checked, any visitor can leave a comment.
Are the people who wish to comment attempting to comment on older posts or not?
Automatically close comments on articles older than __ days – This setting can be used to have comments closed on articles that are X days old. As an example, if you only want articles to accept comments for 30 days you would check the box and type 30 into the text field.
We can also override those default settings and either enable or disable comments on individual posts or pages.

yes, to everything. No log in required, no previous comment required. It links as my main page.
What I want to see is a Reply Here or Reply notice on the page somewhere. When people click on “discuss” they get connected to a wordpress forum that begins like this:

[sticky] [closed] Regarding Referrer SpamI was able to add a comment to a previous comment, but that was the only way I could comment. Tried froma different computer, same steps ocurred.

I note that my test comment on your blog is still in Moderation. I’m flagging this thread for Staff attention. If they do not contact you today then please use the link I post below to report the situation to them tomorrow.

Hi. It looks like you do have this option enabled “An administrator must always approve the comment” so as @timethief mentions you’d need to moderate all comments that are posted on your site.
I don’t see the issue with the discuss link that you mention though. When I click “Leave a comment” on any post I’m directed properly to the comment form.
Can you let us know what specific link you’re clicking on that directs to the forums here? Thanks,!
