my short code doesn't seem to work

  I’m trying to use the short code – [display-posts tag='News' include_excerpt='true' post_per_page='10'image_size='thumbnail' wrapper='div'] on one of my pages but it doesn’t seem to work. Can someone please tell me why and how to make it work?
  I just want to display my posts and create a news page on my site.
