My Sister can't signup for a wordpress.com account

  I’m making a wordpress.com website for my sister. I want her to be an admin. I invite her, and she get’s stuck in a loop. She can’t create a wordpress account w/o creating a wordpress blog. She does NOT want to create a blog. Trust me, she’s very certain about that. :)
