My site cannot contact wordpress.com

I develop my wordpress system behind a strict firewall which allows outgoing traffic but no incoming (I have to use an ssh tunnel to display the site). I extended the max_execution_time in php.ini (to 60) to allow contact with wordpress.com but now I’m getting another error:
Your website needs to be publicly accessible to use Jetpack: site_inaccessible
Error Details: The Jetpack server was unable to communicate with your site [IXR -32300].In order to allow incoming traffic through the firewall my uber system admin who controls the firewall (and all firewalls) will require me to tell him what ports need to be opened for what traffic and then he’ll decide :-<
Needless to say neither my development nor the production system allows world write access anywhere and so I cannot use the common FTP updating. Rather, after backing up the database with mysqldump I download updates and then scp them into place.
I’m hoping that Jetpack does not require write access for incoming traffic which will put it beyond what I’m able to do.
Thank you very much for you help on this. I have looked all over and this seems to be the best option that I can find for playing MP3 sound files and a whole set of other functionality.Mark Pearson
