I can’t figure out how to restore my site. It had years of hard work on it. Is there a way to restore it after this many years?

Hi there @influenceralmost20d1843b6f, when a WordPress.com site is deleted, the site owner and admins receive an email from WordPress.com explaining that if the site was deleted in error to immediately contact support by replying to the email. Site restoration can only be done within 30 days of its deletion. After that the information is purged. https://wordpress.com/support/delete-site/
If you have a backup export file of your deleted site and copies of any images, that file can be imported to a new WordPress.com site. https://wordpress.com/support/import/
You might be able to see if your content was crawled and indexed via the Internet Archive’s Wayback Machine but there is no direct import available from there.
Having a site deleted by a fellow admin is one of the reasons WordPress.com recommends having a single admin on a site. A site admin can do anything the site owner can, including entirely deleting a site. https://wordpress.com/support/invite-people/user-roles/

The WordPress process to recover my site asks for a Transaction ID or a Two Factor authentication code, or something else. I don’t have any of them and I feel like they didn’t exist back in the early 2000s when I first made the site. Does anyone know? I have searched my email, and contacted the person who removed it and asked her to restore the site and I am waiting to see if I get approved. I think she may have undeleted it and kept it private, but it’s honestly hard to tell if that worked or not. I sent a request to be given access to the site. Once on I assume I can remove anyone I want?

Yes, my account is 19 years old and I received an email from WordPress.com with an activation link to the email address I used when I registered my site. (If you find yours do not post it in these public forums.)
It also looks like you created a new WordPress.com account just before posting here. If you deleted your other account more than 30 days ago, it won’t be possible to recover it.
As far as Deleted or Private site, when I first visited your link to https://uniteforlife.wordpress.com/ the site showed as deleted with the standard “This site is no longer available. The authors have deleted the site.” Now when I visit that link, the site is Private. So something possibly has been restored by that other admin and now only they can add you back to the site.
I sent a request to be given access to the site. Once on I assume I can remove anyone I want?
That depends on whether the other admin approves your request and what role they give you once approved. https://wordpress.com/support/invite-people/user-roles/
Do know, however, that WordPress.com will not insert itself in a dispute between site admins.
My suggestion is, if it doesn’t work out, start a new site and copy/paste whatever content you can find at the Internet Archive. (As long as the original site remains Private, there won’t be any issue with duplicate content.)
