When a site is set to “private” it is not accessible to the public in any way. If someone other than you tries to visit your site, they see this:
Can you tell us more about the “ask to join” message you got? What is the exact wording of it? Did you get it via email or a notification in your WordPress.com dashboard.

I see exactly what you show. Then I created test account and logged in and ask for access. This is what I see. How do I add a screenshot?
Also my sites pages are not in order. -
You can add a screen shot to the site’s media library or use a third party link like droplr and paste that here in this forum.
When you say the pages aren’t in order, are you referring to the site’s menu?

I’d like to back up a bit and clarify the goal for your site if that is OK.
It is your intent to create a totally “private” site that cannot be viewed by the public, but provide access to people who “sign up” so that only they can see the content?
If so, what I have noticed is that a lot of content on your site is “double-private” in that the site itself is private, but also pages within your site are also individually set to be “private” from what I can see here: https://wordpress.com/pages/learntopaintflowers.wordpress.com
This is not necessary, and I think is causing some issues in this case. Because your entire site is private, by default so are all pages on your site, so you do not actually need to take the extra step of making each page private as well.
With this in mind can you remove the “private” status from the individual pages themselves and set them to “public” instead?
Even though you are setting the status of the page to “public” it does not matter because the site they are published on is private, but this will allow anyone who joins your site to see all pages without further issue.

I’m not sure what you’re asking. Your site can be set to any privacy setting you want.
You can confirm or change it via the steps my colleagues posted above.
What you described earlier though, I recommend making the whole site private following those steps. Yours is currently public, but hidden from search engines.
Then, make your posts and pages public following the steps at: https://wordpress.com/support/post-and-page-visibility/
The reason for this is that a Private site is only visible to the people you allow to view it, even if the posts and pages are public, but private posts and pages are only visible to their author.

Yes, he suggested what I did, that you should make the posts and pages public https://wordpress.com/support/post-and-page-visibility/ and then make the site itself private: https://wordpress.com/support/settings/privacy-settings/
This will accomplish what you want to do.
