The site https://13222839dl18.wordpress.com/ was deleted by the previous owner and can no longer to be used or recycled.
https://en.support.wordpress.com/recycling-blog-names/Suggest talking to your lecturer to allow you using another site address for your assignment.
Unless you owned the site previously and it’s only deleted within 30 days, then it’s possible to restore it. If that’s the case, add the modlook tag for Staff assistance to recover your deleted site.

The site was deleted one week ago so it is still possible for us to restore it. (reginabally, this is a recent change to site deletion process).
