My Web Forms are not properly rerouting to their respective Lead Owners

Here’s the skinny of the issue. I want my forms to send data to my CRM, where it gives leads in a round robin fashion to my sales people. As it stands I believe you can only assign 1 person to be the lead owner, but how do I make it where there are multiple lead owners in a single form so that when 10 people answer the form 5 goes to person A and the other 5 goes to person B?
