I know my web page is new, but it does not appear in Google searches at all. I was told that I may need to ‘register’ it with Google. How do I do that, please?

It doesn’t appear because it is new, it takes weeks if not months for google to index your site. The best thing you can do is publish, good, unique content.
You can ‘register’ your site with google using the webmaster tools, by following these instructions http://en.support.wordpress.com/webmaster-tools/ but it won’t necessarily speed up the process, so you don’t have to worry about it.

It won’t appear in google at all, for weeks regardless of whether you register or not.
If you want to register, you can by following the instructions here, which I posted previously: http://en.support.wordpress.com/webmaster-tools/
