Im not quite sure whats going on but, I believe my payment was made. I dont know how to see any track history due to the fact that theres no way to actually contact wordpress and this is something ive been dealing with paypal. please contact me back to figure this out.

Hi there,
Your Premium plan was renewed on September 4, 2017. You can see a receipt of that renewal in your billing history:

Also, on the same day, we received a chargeback for that, meaning either you or your bank disputed the charge.
If you file a dispute against us you are essentially accusing us of fraud. This causes all upgrades to be removed from your account and for your site to be locked pending payment of a chargeback fee. You can read our full policy on chargebacks here:
Since the dispute has already been closed by our payment processor you won’t be able to cancel it at this time. I’m checking with our billing team if the dispute was closed in your favor or ours, which will determine whether you need to pay for the Premium plan again and for the chargeback fee that’s already been added to your checkout page to unlock your site before you can continue using it.
