My website is missing

I logged in today and discovered that my website, http://www.theorderofaugustus.wordpress.com, was no longer showing up. I shall present the full background to this issue in the hops that one of you can help me to solve it.
I represent an organization called the Order of Augustus. For a while now, we’ve been trying to fix our website (https://wordpress.com/view/orderofaugustus.wordpress.com), as we were experiencing several issues due to our origination’s previous owner leaving.
First, our website appeared to be stuck in private viewing mode, and we could not switch it to public. Secondly, we could not get the WordPress website to direct to the orderofaugustus.org address. I looked into this, and it said that we still needed to complete setup of our website’s dns records, and to replace existing dns servers with some new ones from a list. The problem was that despite being an Admin, I didn’t seem to have access to edit the dns servers.
Finally, since our website’s previous owner is gone with no means of contacting him, we needed the website transferred to a new owner in time for the new payment period to begin. I suspected all of these problems hinged on the fact that our previous leader, despite leaving, was still listed as the owner of the website on WordPress (under the name edwardcaesaria).
I tried contacting wordpress support and asking them to transfer ownership of the website to one of us, as his account is inactive. However, I was told that WordPress could not transfer ownership without knowing the account password of the previous owner, who I could not reach because again, he is completely inactive.
As a result, we had to go to plan B, which was waiting for the website’s payment renewal on September 30th with the assumption that when that day came and the previous owner’s inactive account was no longer paying, one of us could buy the website and transfer ownership that way.
I checked the website several times September 30th and it kept saying that the payment would renew that day. The next day, October 1st, I checked the website and it said there had been a chargeback on the payment (obviously from the previous owner’s former method of payment) and that it required a new payment method to pay the amount. The trouble, as I saw it, was that this new payment method would probably still have to be under the name and information of the previous owner, who again we cannot contact.
I looked up the issue of chargebacks and it said that when one happens, the website involved is locked (but not deleted) until the matter is resolved. What I want is for someone here to please help me figure out how to make the payment under a new website owner and finally get this ownership transferred.
I pray thee, please help me and our organization. We are desperate to fix this issue and we require your assistance in doing so.

Sorry, the first one was obviously a typo.
So, are you saying that our previous owner has deleted the website? How? Isn’t there something that can be done about that? He wasn’t even part of our organization anymore.
