When you change URLs and you want do not want to have the scenario you are faced with now then you purchase a site redirect upgrade. However, you did not do that and it is too late to do it now.
7. The final option presented on this screen allows you to discard your current address. This option will permanently disable the address and you will not be able to reuse it. Only select this option if you are sure you will not use the address again. If you want to redirect traffic to the new blog, you can keep the address and purchase the Site Redirect upgrade. http://en.support.wordpress.com/site-redirect/

EDIT first sentence to remove one word. Replace with:

IMPORTANT NOTE: Deleting blogs and blog content does not remove any indexed content from the SERPs (search engine page results). Google and Bing only clear their caches of deleted indexed content that produces a 404 (page not found) every 3 – 6 months. Yes, it is, unfortunately. That is why we generally do not recommend the procedure. You lose ALL the googlejuice.

So if I do not do this then its like starting from square one again?
Unfortunately I cannot purchase anything off of wordpress.

If ever what do i type in that box? My old URL?
I don’t know what that means.
Your URL is https://thebackpackingballerina.wordpress.com. Yes, you are starting from zero again.

Sorry. I just meant that if ever i can purchase the site redirect what URL do I type in? It says “redirect to this URL”
But the url above is already my new URL and not my old URL so i am really confused now.

You can’t purchase the redirect upgrade, because you would need to buy it from the dashboard of the deleted blog.
The deleted URL had an accumulation of incoming links and page rank on Google. Your new URL has no incoming links except from this thread. You’ll have to concentrate on building up the SEO there. There are thousands of tips in the forum for this.
Basically, you COULD have purchased a redirect upgrade before you deleted the old URL, but you deleted it, so now you can’t. There is nothing you can do to transfer that old google juice to the new address, so just forget about it. Just move on and build the google juice of the new URL.
