my WordPress wont let me change background theme picture and widgets wont drag

  Emm… Im very disappointed that me and our admin team have to change the whole lay out of our website due to the widgets not been able to be dragged.. and the background of the theme wont change since the previous theme.. We need help? As we have the website on maintenance and we wont receive views or nothing… Can someone help? thanks
