Are you referring to (1) changing your username or (2) the site URL (3) or the site title?
Change Your Username
Once you change your username you will not be able to change it back and the old name will not be available for you or anyone to use. The top level domain here is wordpress.com and all sites hosted here on on .wordpress.com sub domains. The site title and the URL of the wordpress.com sub domain do not have to be the same.

That is exactly where search engine spiders look for the site title and removing it from there can cause issues with getting your content indexed. Note that the site title (blog name) and blog address URL do not have to be the same but it’s better for SEO (search engine optimization) if they are the same.
re: changing a .wordpress.com address
We cannot edit any blog URLs. If you want to change the .wordpress.com blog address ie. the URL starting with http:// then you must be logged in as Admin under the exact same username account that registered the blog to do that and the URL you desire must be available. Changing a URL is meant to be a permanent and irreversible act. No changed or deleted blog URLs are recycled here, regardless of who registered and deleted them and the only exceptions are made are for URLs that were deleted 2 or more years ago

How domain mapping works
Registering an underlying .wordpress.com URL first is required for domain mapping. That underlying URL does not have to match the domain URL when you are domain mapping. What domain mapping does is providing a seamless redirect to the very same content under the new domain URL when a person clicks the old URL .wordpress.com to the original content.
