Hi there,
I think you are asking how to set up a static front page. You have two choices on any blog
(1) All posts on the front page.
(2) A static front page and posts on a different page.By default the front page of your blog displays all published posts (not pages) in reverse chronological order, with the most recently published post on top. That is for the convenience of your returning visitors.
However, if you do not want all the posts to show on the front page, then you can create a static front page called for example “Welcome” for your site and a “Blog” page for posts. To do that create two pages first http://en.support.wordpress.com/pages/
After you do that you go to > Settings > Reading and make the designation change and click “save changes”.

Thank you for replying. But I think i’ve already taken the steps you describe here. My problem is one layer deeper.
The problem is that the “blog” page I’ve created doesn’t link to the latest blog post(s) as it should. I’m looking for help both (a) identifying the URL that would point to those posts, and (b) pointing my “blog” menu to it.

Hi Peter,
When I viewed your Settings > Reading page, I see that you set your Home page as your latest posts. If you want your Blog page to be set as your Posts page, please select:
A static page
where it says Front Page displays. Then select your static front page and set Blog as your Posts page. If you want your posts page to be your front page as well, just leave Front page blank.
Cheers!

Grace –
Thank you. Yes, these are the results I want. Unfortunately I’m still not clear on where or how to to do either of the things you’re describing.
Could you please provide more specific step-by-step detail, including how to navigate to the selection options you are describing here?
Also, how do I identify the posts page that I want to point “blog” to? What is its URL?
Could we converse live to help sort this out?
Again, thank you.

This is your Settings > Reading page:
https://oneglobaldemocracy.wordpress.com/wp-admin/options-reading.php
It is the very first setting at the top. Where it says Front Page displays. Click on the circle to the left of A static page (select below). Then click on the box to the right of Posts page: and select Blog. Then scroll to the bottom of the page and click Save Changes.

Thank you Grace – that link is very helpful.
I’m still stuck on two things though:
1. How can I select this particular blog post as my static front page?:
http://oneglobaldemocracy.com/2014/11/11/25-years-after-berlin-do-we-still-need-walls/2. How can I cause my “blog” menu item:
http://oneglobaldemocracy.com/blog/
…to point to my latest post(s), instead of to a blank page? -
1. How can I select this particular blog post as my static front page?:
http://oneglobaldemocracy.com/2014/11/11/25-years-after-berlin-do-we-still-need-walls/This is not possible. You can only set Pages as a static front page. What you can do is copy and paste your latest blog post onto a Page. But, not that you would need to do this everytime and update your Settings > Reading page.
2. How can I cause my “blog” menu item:
