Nav-menu.php times out. Can't update menus.

Been unable to update menus for a few months.
Wordpress->appearance->menusYou click ‘save’ and it times out.
We’ve tried:
1. Recreating the menus
2. Repairing the database
3. Increasing PHP resource limits
4. Switching PHP handlers
5. Disabling all plugins and themes
6. Updating, upgrading.
7. Debugging (no useful info)
8. Scanning for malware
9. Plugin profiling
10. Xdebug profilingThis is one of the most stubborn issues I’ve come across in my 6 years of WP adminning.
But it’s not negligible because people tend to update menus.

We require the URL of the site to verify where it is hosted and provide accurate support. You failed to provide the relevant URL but your questions are relevant only to wordpress.ORG software installs which we do not provide support for here at WordPress.COM.
Consequently, I conclude you are posting to the wrong support forum.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
