Navbar Taking Over The Header

I have the custom CSS upgrade.
My Navbar is now covering up about 25% of my header. I tried to reload my header, change it’s dimensions, but nothing works. Whenever I am signed in, the blue navbar covers a portion of my header.When I’m not signed in to WordPress, it looks perfect. It does the same thing in Firefox and IE7.
i have searched through the forum but haven’t seen this topic covered.
Any thoughts out there coders?

Thank you for the link Sulz but alas, I tried that and still the navbar covers about 25% of the header.

Sulz, I did that, and when I’m signed in it works fine. But when I am not, my page now starts 28 pixels lower and there is a blank space below the browser.
This happens in both Firefox and IE7.
When I was testing it in the preview before I purchased the CSS upgrade, it worked perfectly. Everything was aligned just right.
The moment the transaction went through however, the header is partially hidden.
