  The top menu bar of MY WEBSITE (not WordPress admin) disappears as you scroll down the page.

  I want the top menu bar to stay there.

  The blog I need help with is: (visible only to logged in users)

  That’s nice. You need to ask for help in a forum dedicated to that software. That isn’t a WordPress.com site, so we can’t help you with that.
