  Is there a way to edit the nav bar background and if possible bring in
  a template rather than a color. The template would require a URL

  The blog I need help with is: (visible only to logged in users)

  Yes it is possible. You will need to make an image about 940px wide and about 38px tall and then upload it to your media library, get the URL of that image and put it into the background declaration under #access
