Hi there,
According to the description for the Kingsley theme here (emphasis mine): https://wordpress.com/theme/kingsley/
Kingsley is a minimalist theme, designed for single-page websites. Its single post and page layouts have no header, navigation menus, or widgets, so the page you design in the WordPress editor is just the same page you’ll see on the front end.
In this case, there is no way to add a menu to this theme, so you will need instead to consider one of the other themes here: https://wordpress.com/themes/
However, if you like the side-by-side layout of this theme, it could actually be replicated in a different theme (one that has a menu in the header) by adding a Media & Text block to your homepage: https://wordpress.com/support/wordpress-editor/blocks/media-text-block/
That is the block (on the Kingsley Theme) that controls displaying a large image on the left, and text on the right.
Hope that helps. Please let us know if you have any more questions.
