Navigation/menu block in new Site Editor not working?

    Hello – I’m having issues with creating menus with the new WordPress upgrade. When I try to add the site editor trying to add the ‘Navigation’ component to my header, one of two things happens:
    – I get an error saying that I don’t have permission to create menus, OR
    – I’m given the option to choose from an existing menu, or I’ll see the ‘Select Empty’ button which doesn’t do anything when I click it

    I don’t want to choose from the existing menu because those menus are out of date. I’ve tried to find them to make updates, but that also doesn’ twork since Appearance > Menus is gone. (At one point the builder showed me an option to manage my menus, which brought me to a URL ending in ‘post_type=wp_navigation’ but that link just shows me a list of menus that I am unable to edit. It also doesn’t include any of the menus I had pre-update/that appear in the builder as selectable options)

    Is this a bug? I’m the sole administrator/user for my site. Thanks
