Navigation/menu block in new Site Editor not working?

Hello – I’m having issues with creating menus with the new WordPress upgrade. When I try to add the site editor trying to add the ‘Navigation’ component to my header, one of two things happens:
– I get an error saying that I don’t have permission to create menus, OR
– I’m given the option to choose from an existing menu, or I’ll see the ‘Select Empty’ button which doesn’t do anything when I click itI don’t want to choose from the existing menu because those menus are out of date. I’ve tried to find them to make updates, but that also doesn’ twork since Appearance > Menus is gone. (At one point the builder showed me an option to manage my menus, which brought me to a URL ending in ‘post_type=wp_navigation’ but that link just shows me a list of menus that I am unable to edit. It also doesn’t include any of the menus I had pre-update/that appear in the builder as selectable options)
Is this a bug? I’m the sole administrator/user for my site. Thanks
