Navigation menu when zooming in to page

  Hi, I can’t tell whether this is a feature or a bug, but I’ve been asked to fix this issue and I’m not sure what’s causing it (someone else built the site). When you browse to https://cbhcc-cchcc.ca/en/ in any browser and zoom in, the menu switches to the left and takes up half the page. Is there a way to make it behave as it does on this page: https://nrc-publications.canada.ca/eng/home/? Thanks!
