  Hi! I’m on a very tight budget and I’m wondering if there is a way to build a website FREE using wordpress without advertisements.

  I’m sorry that there is no way to avoid displaying ads on your site if you are managing your site on Free plan. The only way to remove advertisements on your blog is upgrading to WordPress.com Personal, WordPress.com Premium, or WordPress.com Business plans. Personal plan is the cheapest choice for you to upgrade. I recommend you to upgrade to it.
