need headline module

Hey newbie here;
Managed to tear down Kubrick and am rebuilding it slowly. Is there a module that will give me an orderable list of headlines linked to the posts? Something like nodequeue in Drupal? I’m a newb but know some Drupal and write php and I’m not on any deadline except avoiding freaking out (again) and writing a custom CMS. If there isn’t an existing module any pointers about digging into the hooks? If it turns out not too spaghetti code I’ll open source it ;->

At wordpress.COM, we are limited on the code that we can use for security reasons, and one of those limitations is no scripting.
We cannot use plugins for security reasons as well and there isn’t any FTP access.
This is a multi-user platform, which means we all share the same underlying wordpress core and theme files, so any bad code or whatever introduced by one could bring down a lot of blogs.
Self-hosted wordpress blogs, using the software from wordpress.ORG, do not have these restrictions and there very well might be a headline plugin for use on a self-hosted site.

Not to worry. We cannot delete wordpress.com username accounts and they are needed for API keys.
