Need help

Hello!
I’ve been blogging with wordpress for a year now and I’ve finally decided to buy the domain. Then I wanted to use a custom theme so I bought the custom CSS option too. Now there’s a problem I encountered : there is no ‘add theme’ button on my command panel. I am not quite the most experienced person, this is something new to me. Do I have to download the blog and upload it to a host? And if so, should I ask for a refund?
Also, if I want to add Adsense to my blog, do I have to buy the ‘No ads’ upgrade or is there another way to do it?I need help fast because honestly I am really confused now

The Custom CSS upgrade does not give the ability to upload custom themes. It does allow you to add your own CSS stylesheet so that you can customize one of the themes that are available on WordPress.com. If this is not what you wanted you can certainly get a refund for the upgrade.
Uploading of themes is only possible on a self-hosted WordPress.org site.

No you have that backwards. The no-ads upgrade removes the Goggle Adsense ads that wordpress.com runs on our free hosted blogs.

Alright then who should I talk to to get a refund?
Also I’m a bit confused about downloading my blog using the ftp client. Do I have to buy a host first? Can’t I just use wordpress.com because I bought the domain from them. I’ve tried to use Windows Web Platform Installer, it downloaded everything I need but I am confused about the fields I need to fill in since I don’t know mySQL
I know I may sound annoying but I do not have the required knowledge for these things.So as for now I need to find out who can help me with the refund and how do I host it myself (is it necessary to pay for a host? I’ve already paid for wordpress). -
Dear Sirs,
I would like to Add New Post to my blog: http://rightways.wordpress.com/. However, whenever I click New Post, it gives blank me blank screen. The normal screen/menu cannot come out. Please advise (my email: Email redacted by Slik) why as I hope to add new post.
