  can i use a custom theme for my blog? if yes, how?
  and can i add a chat box to my sidebar???

  If your blog is here at wordpress.com, you are limited to the themes under design > themes. If you have CSS editing experience, you can get the paid CSS upgrade and modify the look of the themes here, but you cannot change functionality.

  Chat box, no. You can use the Meebo widget, but that’s all. Chatboxes require code that’s a security risk to the other WordPress.com blogs.
