NEED HELP ASAP

Before I upgrade plans, I need to know that it is possible for me to do the things I want to do to my website. I wish there was a customer service number I could call instead of typing this because it is extremely inconvenient and my question is time sensitive. I need to know if it is possible for me to having a landing page of my site and how can I do that? Also, is it possible for me to upload my own template file, and how can I do that? I need to speak with someone over the phone. Please respond to this as soon as you can. I need to make these changes asap.

All of our support on WordPress.com is offered online. Free accounts can find support here within this forums community.
Yes, you can create a landing page. You do not need an upgrade to do that.
Because of our shared environment we do not support the uploading of outside templates. With WordPress.com you will need to pick a theme from our showcase at https://wordpress.com/themes/
It sounds like you may be interested in a fully customizable site. This involves getting a web host and installing WordPress. This is much more hands on than what you are responsible for with WordPress.com as we take care of the nitty gritty details for you.
