There is no FTP access to any wordpress.com sites. The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.See:

http://en.support.wordpress.com/themes/adding-new-themes/WordPress.com sites have some built in plugins http://en.support.wordpress.com/plugins/. However, if you are reading anything that makes you think that we bloggers can install plugins, advertising, custom themes or third party themes on sites hosted by wordpress.COM, then you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

If you do not wish to hire a web host and moving to a wordpress.ORG install read on.
Every theme has a detailed theme description page like this one at https://wordpress.com/themes/twentysixteen/ That’s where set up instructions for it are found. The live demo site is at https://twentysixteendemo.wordpress.com/
The difference between web site and blog is just semantics and structure.
WordPress.com provides free blogs and hosts them free of charge. There are no bandwidth charges. All WordPress.com blogs come with 3000 megabytes (~3 GBs) of space for storing uploaded files and images. Free features are listed here https://en.wordpress.com/features/
A blog is a website. The difference between blog and website is simply structure and semantics.
A blog is a post based website designed for interactive communication. As the posts are frequently updated and appear on the front page of the site it’s very attractive to search engines.
What most people call a website is merely a page based site that functions as a one-way noticeboard. As the structure is page based and as pages are for static content that rarely changes, and as pages do not have RSS feeds, and as others do not backlink to pages, it is not as attractive to search engines as a post based blog structured site is.
Any WordPress blog can be restructured from being post based to being page based – no upgrade required. For greater clarity read > http://en.support.wordpress.com/using-wordpress-to-create-a-website/

In your case the theme is Gateway https://wordpress.com/themes/gateway/ That’s where set up instructions for it are found and the live demo site is here https://gatewaydemo.wordpress.com/
how does the support work if i can’t talk to anyone
All support docs referred to in your theme description are at https://en.support.wordpress.com/
If you cannot succeed using the written instructions I provided links to above, the fast way to get answers to questions is to post them here in a support forum thread. There are Volunteers like me who have been here for 10 years and can answer them when relevant details are provided, or direct them to Staff when required.
All support docs are at https://en.support.wordpress.com/
See: Getting WordPress.com Support https://en.support.wordpress.com/help-support-options/
There is no phone support. Those who have a paid upgrade for a wordpress.COM site can use the “Contact Support” form, http://support.wordpress.com/contact/
The best WordPress.COM contact form to use now for Staff assistance is:
http://wordpress.com/help/contactLive chat will be available there only if we have Happiness Engineers available to chat. When they are not available using that link results in posting to this peer support forum. https://en.support.wordpress.com/live-chat/
