I don’t see any failed payment attempts for the account you’re using to post here, and purchases for your account hasn’t been blocked.
For what site are you trying to buy an upgrade?
At which point in the checkout process are you receiving an error, and what is the exact text of the error?

I used this email (email visible only to moderators and staff), it’s my colleague’s one and we’re trying to subscribe and getting: ‘payments are deactivated please contact our support’.
