Need help to reactivate my mom’s account, blog, and website.

Note that no one can register any deleted blog URL. Deleting any .wordpress.com blog URL is not easily done and what you ask to do is not possible. One has to ignore at least three warnings stating that deletion is permanent and irreversible and then click a verification link in an email to delete a blog. You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

How can I find out if the website was registered thru WordPress or if it was purchased thru another vendor and just mapped to wordpress?
