Need help to undertand the connection between WordPress and One.com

Hey.
I don´t understand the connection between my Webb hotel One.com and WordPress. As I understand, when I decide to get One.com, is that these two sites are connected to each other and that I should be able to build my website through my WP/admin However I can’t upload any plugins and I only get this erro message that I need to update my Plan.
Please help me

You have the site https://restaurangvischan.wordpress.com/ hosted here at WordPress.com. You can’t install plugins to that free site.
If you have another site hosted somewhere else that uses the WordPress.org software then there you can install plugins.
