I just purchased the premium membership because I thought it would allow me to change my header fonts. I pasted the css from the typekit font I wanted but nothing has changed.

Note 1: Once you have the required upgrade you can use this link https://en.forums.wordpress.com/forum/css-customization#postform so you can create a thread that will appear in the CSS Forum where you will get the help you need with CSS editing.
Note 2: You can also post there prior to purchasing an upgrade to get an answer to whether or not what you want to do can be accomplished via CSS editing.

In general, you cannot add a Typekit font that isn’t already available in the Premium upgrade Custom Fonts tab in the Customizer.

Can I use CSS rules like @import and @font-face?
WordPress.com currently does not allow loading outside files via CSS.Can I use web fonts in CSS?
The fonts panel in My Sites → Customize → Fonts allows you to choose a font pair. You are limited to those two web fonts on the front end when working with CSS. -
@justjennifer. I tried to load the customizing tools (I didn’t know there were other fonts available until you mentioned it. I would just like a choice of fonts.) The customizing tools failed to load correctly and I’ve tried it 3xs

Please try these browser troubleshooting suggestions and let us know if that solved the issue for you: https://en.support.wordpress.com/browser-issues/
If you are not successful, let us know:
What device and OS?
What browser and version?
Is javascript enabled in your browser? -
I was already working my way through that list. I’ve tried loading it on chrome and firefox (both updated/downloaded today). I’ve enabled 3rd party cookies, javascript is enabled, i’ve cleared my cache. I have malwarebytes 3.1, but it doesn’t seem like there is a problem with that, at least not when I searched.

Hi there,
Of which site are you speaking? http://genevievelaviolette.com/ is not a WordPress.com site, so if you’re working on that site you’re not using the WordPress.com Customizer, but the WP-Admin Customizer that’s part of the WordPress software. If it’s not loading for you it points to a problem on your hosting provider’s end, as your browser is trying to load the code from there servers.
And the Premium Plan on your site is a Jetpack Plan, not the WordPress.com plan. Jetpack plans don’t include any fonts or other customization features, because on a self-hosted site you can add CSS by default and you can edit your theme files directly to import any font you want to use. Your plan only includes premium backup and security features of Jetpack. See:
https://jetpack.com/pricing/#business
For help in adding the font you purchased to your site you’ll need to ask in the self-hosted forums instead, as that’s not something we can help with here.

Curious to know then, I have a WP-Admin Customizer as a Premium member w/ a WordPress.com plan. What are my capabilities and incapabilities when using Typekit? (which I believe to be the extent of the Custom Fonts tab in the Customizer)
As, I would like to change the heading and subheadings of the my website. http://www.glynnhawkins.com
Essentially, my question is can I use any desired html font code purchased from any desired source to accomplish this?

No. Unlike the above site, glynnhawkins.com is hosted here on WordPressdotcom, so the answer I gave here applies to you https://en.forums.wordpress.com/topic/need-help-using-typekit-font?replies=11#post-2977246
