Need help with 2 problems – editing and lost title or blog

I am totally lost. This is Opera, a different search engine that seems to work beautifully, but I tried both Chrome which I ordinarily use and Explorer – useless. On Chrome my page had a centering flaw that is not on Opera. The Opera is great.
However, I have two serious problems. If I ask for a program you say I deleted the blog. I did delete one blog, but not that one. I am pretty sure I did not delete it as the pages are still in the blog list under my name and I can reach it from there. The only thing I can think here is that I have in the past changed the name but it is still listed on my pages and I can reach it there.In the pages, one blog contains a book title which cannot in the Chrome stay where I want it. As I said, it is great on Opera. It is perfect there.
Which is my second serious problem – when I edited before, I could change fonts, sizes, etc. the edit items you have at the top of the edit post, no longer have the useful items I use to edit. I can’t find a font, a size, a color – basically the only useful instruments are the bold and italic. and, of course the justification.
1 – Is there any way I can re-establish the deleted title so that it can be reached by others. Can it be renamed and saved? Everything is still on my pages.
2. Do I need a download of some kind to get helpful editing functions? I have not been very active but plan to be – perhaps you have totally changed since I was here last? I am assuming that since it looks so good in Opera, I could use that to edit, etc. I do not like fire fox or fox fire – it is always screwed up for me.

1. I’m sorry, but deleted blogs cannot be restored or reused. Deleting a blog is permanent and the name cannot be used again. There are several warnings about this on the Tools -> Delete Site page and in the help pages, and you are required to confirm the deletion by email.
You can start a new blog by logging in to WordPress.com and then going to http://en.wordpress.com/signup/
With any blog, you can also use your custom domain with Domain Mapping upgrade. http://en.support.wordpress.com/domains/
2. In the editor toolbar, you’ll have to click the button on the far right to show the second row of toolbar buttons: https://en.support.wordpress.com/visual-editor/#row-2
