Need help with a few things. Plugins, my own hosting and adsense.

I have been using wordpress on my local kart tracks website for a while now. I love it. But just today, i want to set up my own blog so i decided to use wordpress. I have the blog all set up and everything but i cant help to notice there is no plugins, or any way to customize the sidebar etc via HTML/css like what i have on the other wordpress im using.

That is what i see. I plan on adding ad sense to my blog, and i was hoping that i could edit the theme i have on at the moment to allow adsense…but i have no way of doing that. Another way i was going to put adsense on was via a plugin but…i dont have that option either.Would i need to download wordpress and install it onto another host? that i can do but i would like to keep “marckart.wordpress.com”. Is this possible?
Sorry if im making this more confusing than what it is. I was expecting when i set up the blog, i would see what i see on the other website i make.

basically…”hosted” blogs can not upload plug- ins like tumblr etc because its NOT “self-hosted”?

Plugins and some certain types of code are not allowed on wordpress.COM for security reasons.
