need help with customizing my template header and modules

i brought Valenti_v3.2 wordpress theme from themeforest.net
http://themeforest.net/item/valenti-wordpress-hd-review-magazine-news-theme/5888961anyway my question is this template header i want tto change it like
this website’s header http://www.videocopilot.net
which means i want it to have fixed size
and i want a css code to make the site full width an still be responsive please -

You will have to get a refund if you intend to keep your blog hosted here at WordPress.COM because you cannot use a theme you purchased from themeforest theme on any WordPress.COM blog.The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.Relevant support docs:

WordPress.org offers free software that you can install on a web server. You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
