Need help with initial setup type theme and/or plugin for review site

  I am setting up a site to allow people to review baseball teams, programs, leagues and tournaments. I would like to have the following:
  Phase 1:
  Allow visitors to create accounts
  Add/create teams, programs, leagues or tournaments they want to review (When creating them , make them pick from the specified list of items allowed to create)
  Review them with a star rating and text review
  Make it items searchable
  Phase 2:
  Add forums where visitors can post topics, feedback & responses
  Right now I would like to get Phase 1 going, but am having a hard time finding a theme or plugins to accomplish this.
  I found a site that is similar to what I want to create, but dont think they used WordPress

  The blog I need help with is: (visible only to logged in users)
