Need help with planning

I work for a school district and I would like to convert their static website to WordPressMU. I’m trying to get my head around whether or not this is even feasible or possible. What I would like to do is use WordPressMU to create a Central blog and have a static main page. Actually it doesn’t even need to be static. It can just be the top-level blog. Would it be better to then create a blog for each building (say One For the Entire district, one for High school, one for elementary school, etc.)? This would put everything into a somewhat logical order with Domain.com and then Domain.highschool.com etc.
The downside of this is having to set up each sub blog with the links and etc. Is their a quick or easy way to copy these same settings from blog to blog? In other words, set up the toplevel blog and then each additional blog will get the same information?
